Can $27 Billion Buy Instant Culture?
A $27 billion makeover of Saadiyat, an island off the coast of Abu Dhabi, is aimed at turning the city into a cultural mecca. My favorite project: Zaha Hadid’s performing-arts center (pictured), which resembles a futuristic running shoe. There are also several arts schools and cultural pavilions.
