The Outer Critics Circle — which celebrate Broadway and off-Broadway — picked every predictable winner in its annual awards, which were announced today. “God of Carnage,” “Billy Elliot,” “Ruined” — all the frontrunners won. Let’s hope the Tonys offer a surprise or two.
